COLUMBIA (WACH) -- Five Points will overflow with people celebrating St. Pat's Saturday, and police are stepping up patrols to be ready.  Businesses are also getting involved by putting out extra security cameras.

 

Planning for the festival starts in April, and Merritt McHaffie with the Five Points Association says police are involved in every step of the planning process.

"It is very important to have police involved in everything that we do because it is such a large festival," she says.

Columbia Police Chief Randy Scott says they will be out in full force. Scott says 60 of his officers will be at the party from start to finish.

"It's not our goal to make arrests and keep people in jail but at the same time we are going to keep the patrons who want to have a good time and want to be safe we are going to do that," Scott says.

According to the Five Points Association, last year there were fewer than 10 people arrested and taken into custody of more than 30,000 people in the area.

Merritt McHaffie says "we like to think we run a tight ship we have no tolerance for under age drinking  we have no tolerance for severe intoxication we have cops on every single corner you can think of to ensure everybody's public safety."

"If you are under age or over consuming or you are a bar taking the chance on over-serving law enforcement will be out there because that will prevent incidents from happening," Scott adds.

You will see officers on the streets, but those are not the only eyes on you. Cameras are scanning the area. Chief Scott calls them a great service to law enforcement.

"You can't put a dollar amount on the amount of crimes we have been able to solve because of those cameras being here in Five Points," Chief Scott says.

The cameras belong to the businesses, not police. Business owners and police work together with the technology to prevent crime.

Columbia Police are working with Highway Patrol and Richland County to patrol the streets around Five Points this weekend.

Press Conference Held  to Announce New Security & Safety Initiatives in Five Points

 

The Five Points Association (FPA), The City of Columbia, The Columbia Police Department and Statewide Security Systems (SSS) unveiled a new comprehensive security plan for the Five Points area during a press conference on Friday, September 4, 2009 at 11:00am. The plan includes a major contribution from SSS owner, Carey Shealy, of high tech, 24/hour live security cameras and emergency call boxes that have been dispersed throughout the Five Points area. Following the press conference, there will be a live demonstration of the proper use of an emergency call box at 1900 Blossom Street.

 

The cameras and call boxes are but one element of the plan to make Five Points a safer place for everyone. With the announcement of the regional police headquarters soon to locate one block from the famed five-pronged intersection, as well as additional help from surrounding college and university police forces, Five Points will soon be one of the safest places in the city.

 

"This is a major step forward in our fight to make our City as safe as possible" says Mayor Bob Coble.

 

"This gift for Five Points will enable us to provide state of the art technology safety measures to ensure the continued vitality of this vibrant retail and hospitality district” says Dr. Belinda Gergel, City Council District 3.

 

In addition to the new equipment and police presence, the Five Points Association is also doing its part to educate merchants, employees and patrons. On Wed. Sept. 9, 2009 at 6pm at the Gourmet Shop, the FPA will hold a meeting to educate merchants and employees on personal safety in all situations. The FPA will also have pamphlets detailing locations of all emergency call boxes and the proper way to use them. Carey Shealy will be present to offer all merchants the opportunity to make their establishment even safer through security systems and portable panic buttons for employees. The pamphlets detailing locations of call boxes and instructions will also be given to all merchants in Five Points to hand out to patrons who visit their establishments.

 

“This really couldn’t happen at a better time. There have been some attacks recently in Five Points that the public is aware of and it is time to tell the public that we are taking all the necessary steps to make this place safer for everyone” says Don McCallister, President of the FPA

 

After the press conference, there will be a live demonstration of how to use one of the new emergency call boxes. The call box is located at 1900 Blossom (in front of the Wachovia ATM) and it faces the street. There will be one lane closure to allow media cameras to have room to access a shot of the live demonstration.

Law breakers in Five Points, beware! They've got you now
Statewide Security Systems installed three call boxes in Five Points.

In a few areas of Five Points, Columbia police officers now have the ability to be in two places at once.  

New security cameras installed in strategic areas in the district will allow officers to view and monitor from their squad cars, real- time, high- resolution video at any given moment.

"We have the technology for the police to tap into any of the cameras via their laptops and see what's going on," said Columbia Police Safety director Mike King. "If there is a distress call in the area, or we hear of something going on, they can monitor it right away."

The installation of surveillance cameras was the primary focus of a

September 4 press conference at the Five Points Wachovia Bank parking lot, as city officials, Columbia police, and Five Points Association merchants rolled out the first of several initiatives that merchants hope will make the district safer for patrons.

The area has been spotlighted recently because of several vicious assaults including that of a Columbia man who was robbed and beaten by 10- 15 people in August.

 
Organizers of the hour- long event that was attended by Columbia Mayor Bob Coble, Five Points Association President Don McCallister, Councilwoman Dr. Belinda Gergel and other key police officials recognized businessman Carey Shealy of Statewide Security Systems, who donated the cameras to the city and plans to maintain them free of charge for one year.  

"The three questions that I am asked are where are they, how many are there, and will you be putting up others?" he said. "The answer to the first two questions is 'I'm not going to tell you.' But I will say that we are going to install more in the future."

After the press conference, Shealy declined to estimate the cost of his donation, commenting only, "let's just say it's not cheap," but added that he felt driven to make the gift after hearing about what McCallister, at the press conference, called "infrequent but troubling incidents with crime."

"We come to this area a lot to eat lunch and to shop," Shealy said. "When we heard about what was going on, we just wanted to do something to help."

With two terabytes of storage capacity provided by SSS, video from the cameras will be available for viewing for at least 30 days, according to Shealy.  

The company's donation also included the installation of three new emergency call boxes that, with the push of a button, dial directly into Columbia's 911 system. The structures, which are designed to meet ADA requirements for those with hearing or communication difficulties, are equipped with red "call- received" indicator lights.

The new call boxes are located at 1900 Blossom Street, 800 Harden Street, and Pavillion Avenue where it meets Lee and Santee. The University of South Carolina police also maintain a call box on Greene Street near Laurens Street.

Coble called the donation from Shealy as an example of "the kind of part- nership that we need to have in the future," and King said it was an opportunity to have a year- long "experiment."

"We now have the luxury of having a one- year, real- world test of a system that we could later install in other areas of the city," King said.

According to an FPA press release, the association is also working with merchants, employees, and patrons in order to make the area safer.

The FPA held a meeting Wednesday "to educate merchants and employees on personal safety in all situations," and have developed pamphlets for merchants to distribute to patrons "detailing locations of all emergency call boxes and the proper way to use them."

The pamphlet also includes safety tips and key emergency phone numbers.

And one final word from the police: jokesters beware. Anyone tampering with the call boxes or cameras will be prosecuted to the full extent of the law.
